South Carolina Attorney General Alan Wilson has announced the arrest of Shanna V. Brown, a 43-year-old resident of Camden, South Carolina. The arrest was carried out by the Vulnerable Adults and Medicaid Provider Fraud unit (VAMPF) for charges including Exploitation of a Vulnerable Adult and Breach of Trust with Fraudulent Intent, involving an amount valued at $10,000 or more. Brown was detained at the Alvin S. Glenn Detention Center on May 5, 2025.
The investigation by VAMPF revealed that between May 19, 2023, and October 21, 2024, Brown allegedly exploited her position as power of attorney to misappropriate over $10,000 from a vulnerable adult residing at White Oak Manor in Columbia, South Carolina. The funds were reportedly used for Brown's personal benefit.
White Oak Manor reported the incident to VAMPF and cooperated fully during the investigation. The Attorney General’s Office will handle the prosecution.
Under state law, Exploitation of a Vulnerable Adult is classified as a felony carrying penalties of up to five years in prison or fines up to $5,000 or both upon conviction. Similarly, Breach of Trust with fraudulent intent valued at $10,000 or more is also a felony punishable by up to ten years in prison or fines determined by the court.
Attorney General Wilson emphasized that all accused individuals are considered innocent until proven guilty in court.
VAMPF operates under federal regulations with authority over cases involving Medicaid provider fraud and issues related to abuse and neglect in assisted living facilities or nursing homes. For fiscal year 2025, VAMPF receives significant funding from the U.S. Department of Health and Human Services totaling $2,889,252 along with additional state funding amounting to $963,084.
