The United States Attorney’s Office for the Middle District of Pennsylvania has announced the indictment of Andrew Higgins, a 37-year-old Jamaican national, by a federal grand jury on charges related to child exploitation. The indictment alleges that Higgins attempted to use the internet and an electronic device to persuade and coerce a child into engaging in sexual conduct between January 15 and January 17, 2025.
Acting United States Attorney John C. Gurganus provided details about the case, which was investigated by Homeland Security Investigations – RAC Allentown. Assistant United States Attorney Tatum R. Wilson is prosecuting the case.
This prosecution is part of Project Safe Childhood, an initiative launched in May 2006 by the Department of Justice aimed at combating child sexual exploitation and abuse. The project coordinates federal, state, and local resources to apprehend individuals who exploit children and rescue victims.
Under federal law, the maximum penalty for the crimes charged in this indictment includes life imprisonment, supervised release following imprisonment, and a fine. Sentencing will be determined by a judge after considering federal sentencing statutes and guidelines.
It is important to note that indictments are merely allegations. Individuals charged are presumed innocent until proven guilty in court.
