Colorado Supreme Court Chief Justice Monica M. Márquez has appointed the Hon. Ryan Stuart as chief judge of the newly established 23rd Judicial District, effective January 14, 2025. Judge Stuart currently serves in the 18th Judicial District and has been the administrative judge overseeing the transition to the new district for the past 18 months.
The current 18th Judicial District, which includes Arapahoe, Douglas, Elbert, and Lincoln counties, will be divided into two districts on January 14, 2025. The new 23rd Judicial District will comprise Douglas, Elbert, and Lincoln counties, while Arapahoe County will remain in the 18th Judicial District under Chief Judge Michelle Amico.
The creation of the 23rd Judicial District is a response to significant growth in the area; it marks Colorado's first new judicial district in six decades. The legislature aims to enhance service efficiency for affected communities.
Judge Stuart joined the 18th Judicial District in 2018 and has previously served as a district court magistrate in the 1st Judicial District, a Jefferson County Court judge, and a deputy district attorney in Jefferson and Gilpin counties. He holds a law degree from Georgetown University Law Center.
Chief Justice Márquez expressed confidence in Judge Stuart's abilities: “As administrative judge, Judge Stuart demonstrated his commitment to staff and local stakeholders,” she said. “Judge Stuart prioritized communication and collaboration, and I am confident he will excel in his new role as chief judge.”
In his new position as chief judge, Judge Stuart will oversee various administrative responsibilities including appointing key personnel such as the court executive and chief probation officer. He will also manage personnel, financial matters, case management duties, and ensure efficient operation of courts and probation services.
