Montgomery County Circuit Court launches updated jury management system

The Circuit Court for Montgomery County is set to introduce a new jury management system on June 1. This updated system includes several features designed to improve efficiency and accessibility for residents. Among the changes are a streamlined "one-step" summons and qualification questionnaire, an online option for requesting a one-time postponement of jury service, and self-serve kiosks at the courthouse to facilitate quicker check-ins.

Judge John W. Debelius III, Administrative Judge for the Sixth Judicial Circuit, stated, "Montgomery County Circuit Court is excited to implement this new technology. It will allow my staff to prepare better for today’s jurors as well as to collect critical information that will allow us to improve the process for future jurors." He emphasized the court's commitment to enhancing the experience of jurors in Montgomery County.

Maria Vogel, the jury commissioner, highlighted that the new system simplifies what was previously a two-step process into one step. "Now, jurors will receive only one form and will continue to have the option of completing their required response online if they choose to do so," she said. This change is expected to reduce paperwork and speed up response times.

The county will maintain its one-day, one-trial jury service policy, allowing those not selected for a trial to serve only one day. The updated system also provides qualified prospective jurors with the ability to reschedule their reporting date once online if necessary. Vogel noted that this feature aims to address professional and personal scheduling conflicts while minimizing unexpected postponements.

Jurors who prefer not to use online services can still submit their qualification forms by mail. Although new kiosks are available for expedited check-ins, staff assistance remains accessible for those needing help or having questions upon arrival.

The project received funding from the Maryland Judiciary’s Administrative Office of the Courts as part of a statewide effort in technological improvements.
