Washington County opens new court help center in Hagerstown

Members of the Maryland Judiciary, alongside representatives from the Washington County Board of County Commissioners and the Maryland Center for Legal Assistance, gathered to celebrate the grand opening of a new court help center in Hagerstown. Although the center officially opened in late January, it has already begun offering digital and remote services to self-represented litigants.

Chief Judge Matthew J. Fader of the Court of Appeals of Maryland highlighted the significance of providing free legal assistance: “Being able to provide high-quality, free legal help is an important component of ensuring equal access to justice for self-represented litigants.” He added that Maryland is recognized as a leader in civil access to justice due to efforts like these centers.

The Washington County Court Help Center is situated on the first floor of the Circuit Court for Washington County's law library. It operates Monday through Friday from 8:00 a.m. to 4:30 p.m., offering virtual consultations with attorneys, assistance with court forms, and other digital resources.

Administrative Judge Brett R. Wilson emphasized their commitment: “Our doors are open for all litigants in need of access to court assistance.” He expressed gratitude towards the Maryland Center for Legal Assistance and judiciary support for maintaining their mission in Washington County.

Chief Judge John P. Morrissey of the District Court of Maryland stressed expanding services beyond densely populated areas: “It is important that we offer services in proving fair access to justice to more than just our highly populated jurisdictions.” He praised Judge Wilson's vision and suggested this model could be applied elsewhere.

Emily M. Angel, Managing Director at Maryland Center for Legal Assistance (MCLA), noted their past success: “In fiscal year 2021, MCLA delivered over 114,000 instances of service to litigants across Maryland through Court Help Centers statewide.” She affirmed MCLA's readiness to assist through new kiosks at the Circuit Court for Washington County.

Jeffrey A. Cline, President of the Washington County Board of County Commissioners, remarked on improved citizen access: “The Circuit Court Help Center will provide our citizens more access to the legal process by providing more complete and accurate information to the Courts.”
