Howard County District Judge Pamila J. Brown has been appointed as the Administrative Judge for District 10, covering Carroll and Howard counties in Maryland. The appointment, effective July 1, follows consultation with Chief Judge Mary Ellen Barbera of the Maryland Court of Appeals. Judge Brown will succeed Judge JoAnn M. Ellinghaus-Jones, who retires on June 30 after serving as Administrative Judge since September 20, 2001.
"Judge Brown’s exceptional leadership skills and management experience, including her recent service as president of the Maryland State Bar Association, make her an ideal candidate for the role of District Administrative Judge," stated District Court Chief Judge John P. Morrissey. He added that he is confident she will continue the exemplary work of her predecessor.
Chief Judge Barbera expressed confidence in Judge Brown's capabilities: "Judge Brown is eminently qualified to take on the leadership of the District Court in Carroll County and Howard County." She anticipates significant contributions from Judge Brown to court operations.
Judge Brown herself remarked on her new role: "This is an exciting time for the Judiciary, and I am honored by the confidence Chief Judge Morrissey and Chief Judge Barbera have shown in me." She looks forward to building upon initiatives like Maryland Electronic Courts (MDEC).
Judge Brown has been a member of the Howard County District Court since May 7, 2002. Her career includes roles such as Assistant City Solicitor in Baltimore City Law Department and various positions within the Maryland Office of the Attorney General until her judicial appointment.
She actively lectures on topics like litigation techniques and domestic violence and has served on several American Bar Association committees related to human trafficking and domestic violence.
