Dominican national sentenced under Alien Registration Act

A Dominican national residing in New Castle County, Delaware, has been sentenced to 30 days' probation for failing to notify the U.S. government of his change of address, as required by the Alien Registration Act. The sentence was announced by Acting U.S. Attorney Shannon T. Hanson and delivered by U.S. Magistrate Judge Laura D. Hatcher.

Wagner Rivera-Campusano, 27, was initially arrested by U.S. Immigration and Customs Enforcement (ICE) in 2023 and released on bail after providing an address in New York City. He did not attend his immigration proceedings and was ordered removed from the United States in absentia. In September 2024, he relocated to Delaware without notifying federal authorities.

In April 2025, Rivera was convicted of a drug felony in the Superior Court of Delaware and subsequently released into ICE custody with federal charges for failing to report his address change. It was noted in court that he will likely face deportation and could encounter enhanced penalties if he returns to the U.S., due to his state drug conviction.

The case is part of Operation Take Back America, which aims to combat illegal immigration and transnational criminal organizations while protecting communities from violent crime perpetrators. Between January 20, 2025, and May 13, 2025, the U.S. Attorney’s Office for the District of Delaware filed 58 immigration-related cases under this initiative—an increase of 800% compared to those charged with illegal re-entry during the same period in 2024.
