Clayton stated that "Rikers is not working," highlighting issues with protecting the constitutional rights of individuals in custody. The court's order includes appointing a remediation manager with extensive authority to address these concerns. This role involves collaboration with the Commissioner of the Department of Correction and requires developing a plan for improvement that aims to return authority to the City.

Clayton assured that "the women and men of the Southern District stand ready to work with the Court Monitor, the new manager, and the Commissioner" to implement lasting reform within New York City's jail system.
