Shawn N. Anderson, United States Attorney for the District of Guam and the Northern Mariana Islands, announced the sentencing of Alejandro Manuel B. Gagarin. Aged 31 and from Inarajan, Guam, Gagarin was sentenced on April 24, 2025, to 12 months and one day of imprisonment for conspiracy to distribute methamphetamine. He was charged under 21 U.S.C. §§ 841(a)(1) and 846 and was also ordered to serve five years of supervised release and pay a $100 special assessment fee. This conviction may impact his eligibility for certain federal benefits.
The court heard that from March 2021 to April 2022, Gagarin conspired with Timothy Jerome Concepcion, a person identified as I.M.C., Jacob Vance Manibusan, and others to distribute over 50 grams of Methamphetamine Hydrochloride. The distribution took place in hotel rooms rented at a local resort. Gagarin rented two hotel rooms with Manibusan, met customers in the hotel's lobby, and escorted them to the rooms for transactions. Customers would then pay Gagarin, who transferred the proceeds to Concepcion.
Timothy Jerome Concepcion, aged 26, was previously sentenced to 120 months imprisonment and five years of supervised release on February 7, 2024. He pled guilty to conspiracy to distribute methamphetamine and using a firearm during drug trafficking. Jacob Vance Manibusan, also known as Kadi, aged 36, was sentenced to 70 months imprisonment and four years of supervised release on April 3, 2024, for his role in the conspiracy.
"Minor participants in federal drug crimes will not walk away without penalties," stated United States Attorney Anderson. "Considering the effects of methamphetamine on our communities, those with any role in drug trafficking are potential targets for prosecution. The public rightly demands accountability for this unlawful conduct."
Lucy Cabral-DeArmas, Homeland Security Investigations Hawaii Special Agent in Charge, said, "The sentencing of Mr. Gagarin is a testament to HSI's zero tolerance for those who engage in drug trafficking in Guam. HSI will aggressively pursue those, like Gagarin, who facilitate the infiltration of harmful substances into our communities."
The case was investigated by Homeland Security Investigations and prosecuted by Rosetta L. San Nicolas, Assistant United States Attorney for the District of Guam.
