Guam woman sentenced to 10 years for methamphetamine conspiracy

Lorina Ann Fejeran, also known as Lori Leon Guerrero, has been sentenced to 120 months in federal prison for her involvement in drug trafficking activities in Guam. This announcement was made by Shawn N. Anderson, United States Attorney for the Districts of Guam and the Northern Mariana Islands.

Fejeran, 55, from Dededo, Guam, was convicted in the U.S. District Court of Guam on charges including Conspiracy to Distribute Fifty or more Grams of Methamphetamine and Engaging in Monetary Transactions with Proceeds of Specified Unlawful Activity. She is required to forfeit $1,636 and pay a money judgment of $45,500 used to pay her drug supplier.

The United States Postal Inspection Service intercepted a package addressed to "Srgt. Vincent Fejeran" on November 29, 2022. The package contained 437 grams of methamphetamine hydrochloride with a purity of 98 percent. Fejeran, along with her co-defendant Jesse Fergurgur Belen, attempted to receive these drugs on December 1, 2022. Upon being stopped by law enforcement, Belen fled with the package, abandoning it in a residential yard before being arrested.

Investigations revealed that Fejeran communicated with her drug supplier using WhatsApp and previously received three drug packages. Her illegal activities involved wiring over $45,000 to her supplier via MoneyGram. During her arrest, she possessed $1,636 obtained from drug sales.

Jesse Fergurgur Belen was sentenced to 105 months in federal prison for Attempted Possession with Intent to Distribute Fifty or more Grams of Methamphetamine. He was also ordered to undergo five years of supervised release, 50 hours of community service, and pay a special assessment fee.

United States Attorney Anderson emphasized the severity of penalties faced in federal court for drug trafficking offenses and the efforts to protect Guam's communities from illicit drugs. HSI Special Agent Lucy Cabral-DeArmas highlighted law enforcement collaboration in keeping drugs out of Guam, and USPIS Inspector in Charge Stephen Sherwood stressed the risks posed by transporting dangerous substances through the mail.

The investigation was conducted with the efforts of Homeland Security Investigations and the United States Postal Inspection Service, with the case prosecuted by Assistant United States Attorney Rosetta L. San Nicolas.
