A man from York County, Pennsylvania, faces serious charges related to the production and possession of child pornography. The United States Attorney’s Office for the Middle District of Pennsylvania revealed that Robert Haley, 41, was charged by a federal grand jury on April 23, 2025.
Acting United States Attorney John C. Gurganus stated that the indictment claims, "on March 29, 2021, in York County, Haley enticed an 11-year-old minor to engage in sexually explicit conduct for the purpose of producing four videos." Additionally, it is alleged that "on March 20, 2025, Haley possessed a SanDisk 64 GB micro-SD card that contained images of child pornography involving a minor who had not attained 12-years of age."
The investigation is part of Project Safe Childhood, an initiative started in May 2006 by the Department of Justice aiming to handle the growing issue of child sexual exploitation and abuse. This initiative involves the coordination of federal, state, and local resources to find, apprehend, and prosecute those who exploit children, as well as to identify and rescue victims. The Federal Bureau of Investigation (FBI) conducted the investigation. Christian Haugsby, an Assistant United States Attorney, is handling the prosecution.
The potential penalty for these charges under federal law is substantial, with the possibility of up to 140 years in prison, lifetime supervised release, and a fine. It is noted that any sentence will be determined by a judge considering federal sentencing statutes and guidelines.
The Attorney’s Office emphasizes that indictments are merely allegations. "All persons charged are presumed to be innocent unless and until found guilty in court."
