Omar D. Milligan, a 47-year-old resident of Charleston, has been sentenced to 10 years in federal prison following his guilty plea to several serious charges. These charges include conspiring and possessing with the intent to distribute five kilograms of fentanyl, possession with intent to distribute cocaine, and being a felon in possession of ammunition.

Evidence presented in court highlights Milligan's significant involvement in a drug trafficking organization that operated in Charleston, with connections extending nationally and internationally. On March 25, 2022, Milligan took possession of approximately 2.5 kilograms of fentanyl, intended for delivery to another organization member for further community distribution. Plans were also made for an additional 2.5 kilograms once the initial delivery was completed.

The investigation uncovered that Milligan used a local apartment as the operational base for his drug activities. Witnesses observed him selling fentanyl and cocaine. A search warrant executed on August 23, 2022, led to the recovery of a kilogram of marijuana, six grams of cocaine, and ammunition from the apartment. Prior to this, Milligan had served federal prison time for drug and firearm-related felony offenses.

United States District Judge Richard M. Gergel imposed a 10-year prison sentence on Milligan, which will be followed by a 10-year term of court-ordered supervision upon release.

The case was investigated by the Drug Enforcement Administration, the Charleston Police Department, and the Dorchester County Sheriff’s Office, with Assistant U.S. Attorney Chris Lietzow prosecuting.
