U.S. Attorney Michael DiGiacomo has announced that Norman Kelly, a 68-year-old resident of Albion, New York, has pleaded guilty to receiving child pornography. The case was heard by U.S. District Judge Lawrence J. Vilardo. Kelly faces a mandatory minimum sentence of five years and could be sentenced to as much as 20 years in prison. Additionally, he could be fined up to $250,000.

Assistant U.S. Attorney Maeve E. Huggins, who is prosecuting the case, provided details of Kelly's illegal activities. Between March 12 and September 20, 2023, Kelly used his laptop to entice minors to engage in sexually explicit acts to produce images he received over the internet. On March 12, 2023, he received an explicit image of a female child aged approximately 10 to 12 years. Several months later, on July 20, 2023, he received a video file showing explicit content involving an infant female aged approximately 1.5 to 3 years. In total, Kelly possessed around 475 image files and 377 video files of child sexual abuse material, including depictions of violence against children.

The investigation was led by Homeland Security Investigations, under the leadership of Special Agent-in-Charge Erin Keegan, with additional help from Customs and Border Protection and Homeland Security Investigations in Detroit, Michigan.

The sentencing for Norman Kelly is set for August 18, 2025, at 1:00 p.m., presided over by Judge Vilardo.
