Attorney General Dave Sunday has initiated legal action against Jeffrey Romansky, a home improvement contractor based in Monroe County. The lawsuit targets Romansky for performing substandard work or not completing jobs, along with demanding illegal down payments in several cases. The Attorney General's office alleges that Romansky, operating under Jeff Romansky Construction, violated the Pennsylvania Home Improvement Consumer Protection Act (HICPA) by failing to disclose his criminal convictions as required for contractor registration.
"This contractor failed to include his history of theft convictions when he registered with our office — information that consumers should have known before signing contracts," noted Attorney General Sunday. "He deliberately withheld that information, then performed subpar work for consumers who paid significant sums."
The Bureau of Consumer Protection within the Attorney General's Office reportedly notified Romansky multiple times via letters and phone calls that he needed to disclose his guilty pleas to three theft charges to maintain his registration. Romansky’s failure to comply resulted in the suspension of his registration on March 14, 2022.
Several complaints have been lodged by consumers against Romansky, citing incomplete or poorly executed work. One such complaint involved a consumer who paid $18,500 up front for a deck project, only to later seek additional estimates to address and complete the unfinished work.
The lawsuit alleges Romansky was also demanding deposits exceeding one-third of the total job costs, which is against the law. Additionally, it is claimed that many of Romansky’s contracts omitted critical information required under HICPA, including: a Notice of Cancellation, contractor registration number, project start and completion dates, company insurance details, and the contact number for the Bureau of Consumer Protection.
Consumers who believe they were affected by Jeff Romansky Construction or Jeffrey Romansky are urged to file a complaint with the Office of Attorney General through their online portal, by phone at 1-800-441-2555, or via email at scams@attorneygeneral.gov.
The complaint, filed as a Complaint in Equity, was submitted in the Monroe County Court of Common Pleas by Deputy Attorney General Seth Miller.
