Illinois State Police employee faces charges over alleged workers' compensation fraud

Attorney General Kwame Raoul has charged Marcus Lyles, a resident of Crestwood, Illinois, with multiple felonies related to fraudulent workers’ compensation claims. Lyles, an employee of the Illinois State Police (ISP), is accused of theft of governmental property exceeding $10,000 but not more than $100,000, state benefits fraud, and forgery. These charges could lead to a prison sentence of up to 15 years if he is convicted.

Raoul stated that the allegations are serious due to Lyles' role in law enforcement. “It is especially egregious when an individual charged with working on behalf of the public breaks the law for their own financial gain, particularly if that individual is responsible for enforcing the law,” Raoul said. He affirmed his commitment to prosecuting those who defraud the state.

The charges stem from accusations that Lyles falsely claimed he was not engaged in secondary employment while receiving workers’ compensation benefits between January and April 2024. The investigation was conducted by the ISP Division of Internal Investigation and referred to Raoul’s office for prosecution.

ISP Director Brendan F. Kelly commented on the matter: "The Illinois State Police Division of Internal Investigation conducted a thorough investigation of this conduct and presented our evidence in full to the Attorney General's Office." He emphasized that no one is exempt from legal accountability and that ISP maintains high standards for its officers.

Lyles has been placed on administrative leave without pay pending further proceedings. His next court appearance is scheduled for May 14.

Assistant Attorney General Haley Bookhout will handle the prosecution under Raoul’s Public Integrity Bureau. It should be noted that Lyles remains presumed innocent until proven guilty in court.
