Defendants plead guilty in Twin Cities fentanyl trafficking case

The remaining defendants involved in a fentanyl distribution conspiracy across the Twin Cities have pleaded guilty, as announced by Acting U.S. Attorney Lisa D. Kirkpatrick.

Court documents reveal that from August 2022 to December 2023, Phyu Win Jame, Amaya Tiffany-Nicole Mims, Da’Shawn Natori Domena, Cornell Montez Chandler, Jr., Robiel Lee Williams, Quijuan Hosea Bankhead, Stardasha Christina Davenport-Mounger, Fo’Tre Devine White, and Shardai Rayshell Allen conspired to distribute fentanyl in the Twin Cities and throughout Minnesota. To execute their plan, several co-defendants traveled frequently to Phoenix to procure fentanyl pills from suppliers. They concealed the pills inside stuffed animals and mailed them to various addresses around the Twin Cities area. Law enforcement agencies in Dakota, Ramsey, and Washington counties detected this activity and initiated a joint investigation. This effort led to the seizure of six packages containing over 30,000 grams of fentanyl pills.

Between August 6, 2024, and March 12, 2025, Davenport-Mounger, Domena, Williams, White, Allen, Bankhead Mims and Jame each entered guilty pleas in U.S. District Court before Judge Jeffrey M. Bryan for one count of conspiracy to distribute fentanyl. On November 14th last year Chandler received a sentence exceeding thirteen years in federal prison by Judge Bryan with sentencing hearings pending for other defendants shortly thereafter

The case was investigated by multiple agencies including: US Postal Inspection Service Homeland Security Investigations Dakota County Drug Task Force Washington County Drug Task Force Ramsey County Violent Crime Enforcement Team Assistant US Attorney Campbell Warner is prosecuting it
