Three Mexican cartel leaders appear in Arizona court on drug-related charges

Jose Bibiano Cabrera-Cabrera, Jesus Humberto Limon-Lopez, and Jose Guadalupe Tapia-Quintero, all from Mexico, have made their initial appearances in Arizona following their capture on February 27, 2025. The three men are accused of being leaders and managers within drug cartels that have been designated as Foreign Terrorist Organizations and Specially Designated Global Terrorists. These include the Sinaloa Cartel, Cártel de Jalisco Nueva Generación (CJNG), Cártel del Noreste (formerly Los Zetas), La Nueva Familia Michoacana, and Cártel de Golfo (Gulf Cartel).

The charges against Tapia-Quintero include conspiracy to distribute methamphetamine with intent to import into the United States and several other related offenses. He could face a life sentence if convicted. Limon-Lopez is charged with multiple offenses including continuing criminal enterprise and conspiracy to distribute methamphetamine, fentanyl, heroin, and cocaine. Cabrera-Cabrera faces similar charges. Both Limon-Lopez and Cabrera-Cabrera also face potential life sentences.

It is important to note that an indictment does not constitute evidence of guilt; individuals are presumed innocent until proven guilty beyond a reasonable doubt in court.

This case is part of the Organized Crime Drug Enforcement Task Forces (OCDETF) Strike Force Initiative aimed at dismantling significant drug traffickers and transnational criminal organizations through collaborative multi-agency efforts. The OCDETF Arizona Strike Force includes members from various federal agencies such as Customs and Border Protection, Department of Homeland Security Investigations, Drug Enforcement Administration among others.

The prosecution for this case is managed by the United States Attorney's Office for the District of Arizona.
