A Massachusetts man, Keon Shine, also known as Keylin Hall, has been sentenced to 30 months in prison for being a felon in possession of a firearm. The sentence was handed down by U.S. District Judge Nancy Torresen in Portland, Maine. Following his prison term, Shine will be subject to three years of supervised release.

Shine pleaded guilty to the charges on July 29, 2024. The incident leading to his arrest occurred in June 2023 when the Lewiston Police Department stopped a vehicle where Shine was a passenger. A background check revealed that Shine had previously served six and a half years in federal prison for illegal firearm possession and was on federal probation at the time.

During the traffic stop, the driver informed law enforcement that there was a firearm located in the vehicle's center console. Shine later confessed to investigators from the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) that he owned the Glock firearm found during the stop. His prior conviction in 2017 by the U.S. District Court for the District of Maine prohibited him from possessing firearms.

The investigation into this case was conducted by both the Lewiston Police Department and ATF.

This case is part of Project Safe Neighborhoods (PSN), an initiative aimed at reducing violent crime and gun violence through collaboration between law enforcement agencies and communities. Launched on May 26, 2021, PSN focuses on building trust within communities, supporting violence prevention organizations, setting strategic enforcement priorities, and evaluating outcomes.
