Ohio company faces charges over illegal aircraft parts exports to Russia

Flighttime Enterprises Inc., a U.S. subsidiary of a Russian aircraft parts supplier, and three of its employees face federal charges related to an alleged scheme to export aircraft parts to Russia without necessary licenses from the Department of Commerce. The accused individuals are Daniela Friery, a naturalized U.S. citizen from Ohio; Pavil Iglin, a Russian citizen residing in Florida on a non-immigrant visa; and Marat Aysin, a legal permanent U.S. resident also living in Florida.

The indictment reveals that the defendants worked for Flighttime Enterprises Inc., with offices near West Chester, Ohio, and Miami. It alleges that after Russia's invasion of Ukraine in February 2022, they knowingly violated export restrictions by mislabeling shipments and using intermediaries to conceal the true destinations. The document cites four specific transactions exceeding $2 million.

One example involves the June 2022 purchase of an auxiliary power unit for $395,000 from an American supplier. Concerns were raised due to Flighttime's Russian ties. Aysin allegedly misled the supplier about the part's use, while Iglin signed a false certificate asserting it would not be exported to Russia. Despite these assurances, the part was sent to Russia without the required license.

The company and its employees face charges including conspiracy to violate the Export Control Reform Act (ECRA), smuggling conspiracy, smuggling violations, and money laundering conspiracy. These charges carry potential prison sentences ranging from five to 20 years.

The case was announced by Sue J. Bai from the Justice Department’s National Security Division; U.S. Attorney Kenneth L. Parker for Southern Ohio; FBI Cincinnati Special Agent Elena Iatarola; and BIS Special Agent Jeffrey Levine.

The FBI and BIS are conducting the investigation. Assistant U.S. Attorney Timothy S. Mangan is prosecuting with support from National Security Division attorneys Maria Fedor and Menno Goedman.

It is important to note that an indictment is only an allegation and all defendants are presumed innocent until proven guilty in court.
