Honolulu woman faces charges for alleged meth distribution from home

Phitsmai Khamkhay, a 58-year-old resident of Honolulu, Hawaii, has been charged with distributing over fifty grams of methamphetamine from her home on three occasions in 2022. The announcement was made by Acting United States Attorney Kenneth M. Sorenson. A detention hearing is set for February 18, 2025.

The criminal complaint details that Khamkhay arranged sales totaling approximately 680 grams of methamphetamine in April, May, and June of 2022. Law enforcement conducted surveillance during these transactions using a confidential source. During an interview with authorities, Khamkhay waived her Miranda rights and confessed to purchasing and distributing multiple pounds of methamphetamine on Oahu and Kauai.

It is important to note that the charges are accusations at this stage. Khamkhay is presumed innocent until proven guilty beyond a reasonable doubt in court. If convicted, sentencing will be determined by a United States District Judge based on statutory factors and guidelines.

The Drug Enforcement Agency led the investigation into this case. Assistant U.S. Attorneys Tom Muehleck and Rebecca A. Perlmutter are handling the prosecution.
