Phillip Plummer, a 42-year-old resident of Sioux City, Iowa, has entered a guilty plea in federal court to charges related to methamphetamine distribution. The charges include conspiracy to distribute methamphetamine, distribution within 1,000 feet of a school, and additional distribution offenses.
During the plea hearing, evidence presented indicated that from 2022 until May 2023, Plummer was involved in a conspiracy to distribute over five kilograms of methamphetamine in the Sioux City area. He admitted to distributing methamphetamine on seven occasions to an individual cooperating with law enforcement. Four of these transactions took place near schools, specifically Mater Dei Elementary School and Hunt Elementary School in Sioux City.
In May 2023, law enforcement executed a search warrant at Plummer's residence. They seized approximately half a pound of methamphetamine, two bags of medicated Jolly Rancher Gummies containing THC, and two vape pens. It was revealed that Plummer intended to sell some or all of these substances locally.
Plummer is awaiting sentencing before United States District Court Chief Judge Leonard T. Strand after the preparation of a presentence report. He remains in custody under the United States Marshal Service until sentencing. The penalties he faces include a mandatory minimum sentence of ten years imprisonment and could extend up to life imprisonment. Additionally, he may be fined up to $20 million and face at least ten years of supervised release following any prison term.
