Former credit union manager sentenced for embezzling over $200K from elderly clients

A former credit union manager from Prairie View has been sentenced to federal prison for embezzling over $200,000 from elderly clients. U.S. Attorney Nicholas J. Ganjei announced the sentencing of 58-year-old Gloria Hall, who pleaded guilty on April 23, 2024.

U.S. District Judge Charles Eskridge sentenced Hall to 24 months in federal prison, followed by five years of supervised release. She is also required to make full restitution of $211,563.12 to her victims, all clients of the Prairie View Federal Credit Union (PVFCU). The court reviewed forensic accounting evidence detailing the extent of her fraudulent activities and noted the cultural and historical impact of her actions on PVFCU.

“Protecting our most senior and vulnerable citizens from fraud is a vital mission of this office,” said Ganjei. “We cannot and will not let their life’s work fall prey to the greed and deceit of criminals.”

Special Agent in Charge Douglas Williams of the FBI Houston Field Office commented on the broader impact of Hall's crimes: “Gloria Hall’s crimes upended more than just her victims...she also robbed the credit union of its 80-plus-years history when it was forced to merge with another institution as a direct result of her stealing.”

Hall worked at PVFCU from 2017 through 2019 as a manager. During this time, she maintained outdated business practices that prevented customers from accessing their accounts online. This allowed her to access at least two elderly customer accounts and misappropriate funds for personal use.

PVFCU was one of the oldest continually operational federal credit unions established by a historically black college or university in the United States but did not survive Hall's embezzlement. It merged with Cy-Fair Federal Credit Union in early 2022 after approximately 85 years in operation.

Hall remains free on bond until she surrenders to a U.S. Bureau of Prisons facility, which will be determined later.

The FBI – Bryan Resident Agency conducted the investigation, while Assistant U.S. Attorney Thomas Carter prosecuted the case.
