Billings man receives ten-year sentence for meth trafficking on reservation

A Billings man has been sentenced to a decade in prison following his guilty plea to charges of armed methamphetamine trafficking on the Rocky Boy’s Indian Reservation. The sentence, handed down by Chief U.S. District Judge Brian M. Morris, includes an additional five years of supervised release.

David Victor Fast Horse, 36, entered his guilty plea in September 2024 to charges of possession with intent to distribute meth and possession of a firearm in furtherance of a drug trafficking crime.

The case arose from an incident on August 30, 2022, when tribal law enforcement officers conducted a traffic stop on Upper Road within the reservation. Officers were seeking a driver with an outstanding tribal warrant. During the stop, Fast Horse fled from the vehicle but was apprehended by a Rocky Boy’s police officer near a shed.

Authorities retraced Fast Horse's path and discovered a green pistol and black case hidden near a woodpile where he had emerged. The case contained 18 blue pills testing positive for mixed substances, two small baggies containing methamphetamine, a digital scale, and a car key. Fast Horse admitted to selling meth but denied dealing fentanyl and stated he intended to purchase drugs from a friend at Rocky Boy’s.

Fast Horse is legally barred from possessing firearms due to a prior federal felony conviction for burglary.

The investigation was carried out by multiple agencies including the Rocky Boy’s Police Department, FBI, Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), U.S. Marshals Service, Drug Enforcement Administration (DEA), and Billings Police Department.

U.S. Attorney Jesse Laslovich confirmed the prosecution by the U.S. Attorney’s Office.
