Minneapolis man receives 24-year sentence for kidnapping and fraud

A Minneapolis man, Raphael Raymond Nunn, has been sentenced to 24 years in prison for kidnapping, bank fraud, and aggravated identity theft. The sentencing includes five years of supervised release and an order to pay $5,000 in restitution. U.S. Attorney Andrew M. Luger announced the sentence after Nunn was found guilty of robbing two women at gunpoint and stealing from another.

The trial evidence revealed that on September 13, 2022, Nunn approached a woman in Arden Hills as she parked her vehicle. Wearing a mask and gloves and armed with a handgun, he forced her to drive to an ATM in Minneapolis to withdraw cash for him. He then ordered her to drive to Matthews Park and give him her keys for his escape.

Surveillance footage later captured Nunn exiting the victim's vehicle near a grocery store after removing his hood and mask. Four days afterward, he returned to the store driving a vehicle registered in his name. This led authorities to his address where he was arrested on September 22, 2022.

A search of Nunn's residence uncovered evidence linking him to the kidnapping and revealed theft from a second victim as well as another robbery at gunpoint. He had also used stolen credit cards from these victims for fraudulent bank transactions.

Nunn was convicted by a federal jury on May 23, 2024, of one count of kidnapping, two counts of bank fraud, and two counts of aggravated identity theft after a four-day trial. Judge Eric C. Tostrud sentenced him last week in U.S. District Court. During sentencing, Judge Tostrud described Nunn as "incorrigible" and issued an upward variance due to the escalating danger he posed to the public.

The case resulted from investigations by the Ramsey County Sheriff’s Office, Oak Park Police Department, City of Hudson Police Department, and FBI. Assistant U.S. Attorneys Albania Concepcion and Lauren O. Roso prosecuted the case.
