Man pleads guilty in connection with fatal fentanyl overdose

Bryan Kim Bullard has pleaded guilty in a federal court to distributing fentanyl, which led to the death of a 25-year-old woman from Carlsbad. The plea agreement details events from September 9, 2023, when Bullard's co-defendant, Cameron William Fulston, contacted the victim, identified as D.G., through Facebook Messenger. D.G. traveled via Lyft from her home in Carlsbad to a San Diego apartment complex, arriving at 9:33 p.m.

The agreement states that Bullard sold fentanyl to D.G. shortly after 10 p.m. At around 11:16 p.m., Fulston left the building, and Bullard messaged him requesting "Narcan." By approximately 12:22 a.m. on September 10, Bullard called emergency services using the victim's phone to report her overdose.

When officers from the San Diego Police Department arrived, they found D.G. unresponsive in the bathroom while Bullard had already left the scene. Despite efforts by police and medical personnel, D.G. was taken off life support five days later.

Authorities discovered drug paraphernalia and blue pills testing positive for fentanyl within the apartment. Bullard admitted during his arrest on November 16, 2023, that he possessed over 51 grams of a substance containing fentanyl and more than 20 grams of methamphetamine.

U.S. Attorney Tara McGrath stated, "Instead of immediately calling 911 at the first sign of overdose, the defendant’s delay sealed D.G.’s fate." DEA Special Agent Brian Clark emphasized that "fentanyl remains the most deadly drug threat our nation has ever seen."

Bullard is scheduled for sentencing on March 14, 2025. Meanwhile, Fulston was found not competent to stand trial as of September 23, 2024; his next court date is set for January 24, 2025.

Assistant U.S. Attorneys Jill S. Streja and Adam Gordon are prosecuting this case with investigations led by DEA’s Overdose Response Team and other agencies focused on combating illegal drug distribution resulting in overdoses.
