David C. Weiss, U.S. Attorney for the District of Delaware, announced that Pierre Charles Moise has pleaded guilty to federal health care fraud charges. Moise, 57, from Apopka, Florida, admitted to concealing payments made to patients who attended his chiropractic clinic in Milford, Delaware. The plea was accepted by U.S. District Judge Jennifer L. Hall.
Court documents reveal that Moise owned and operated the Wellness Health Center (WHC) from January 2019 to March 2022. During this period, he paid patients involved in recent car accidents to attend treatment sessions at WHC regardless of medical necessity. Claims were then submitted for reimbursement under Delaware’s no-fault Personal Injury Protection (PIP) law, resulting in over $630,000 being fraudulently obtained from insurance companies.
Moise faces a maximum penalty of five years in prison for making a false statement related to health care matters. Sentencing will be determined by a federal district court judge considering the U.S. Sentencing Guidelines and other factors.
U.S. Attorney Weiss stated: “Moise defrauded insurance companies out of hundreds of thousands of dollars by taking advantage of Delaware’s PIP laws. Those laws are designed to help put injured individuals back on their feet, not to enrich criminal actors.”
FBI Baltimore Special Agent in Charge William J. DelBagno commented: “Moise’s business model revolved around defrauding automobile insurers... Insurance fraud is not a victimless crime."
The case was investigated by the FBI Baltimore Field Office’s Wilmington Resident Agency with assistance from the Delaware Department of Insurance Fraud Prevention Bureau. It is being prosecuted by Assistant U.S. Attorneys Jesse S. Wenger, Meredith C. Ruggles, and Shamoor Anis.
