On November 3, 2023, the Supreme Court of Maryland conducted oral arguments at Dr. Henry A. Wise, Jr. High School in Prince George’s County. This event marked a significant occasion as it was the first time in recent history that the court held proceedings outside Annapolis. The session took place in the school's Performing Arts Center auditorium and was available via livestream.
Chief Justice Matthew J. Fader emphasized the importance of public understanding of the judiciary: “As it is the Judiciary’s mission to provide fair, effective and efficient justice for all, it is important to promote public understanding of the Supreme Court of Maryland, and the Judiciary as a whole.” He added that holding arguments in schools enhances civics education and allows for community engagement.
The initiative follows an Administrative Order issued on March 2, 2023, which allows for temporary sittings outside Annapolis starting from September Term 2023 with rotations through various circuits. Justice Michele D. Hotten expressed honor at hosting this event at Dr. Henry A. Wise, Jr. High School: “This brings the highest state court in Maryland directly to students so they can receive both an invaluable, first-hand civics education and an opportunity to speak with the justices and attorneys.”
Dr. Megan Ross from Prince George’s County Public Schools highlighted its educational value: “Hosting the oral arguments at Dr. Henry A. Wise, Jr. High School is a testament to the importance of civic engagement... I wholeheartedly believe that this experience will leave a lasting impact on our students.”
The court heard two cases involving appeals from state agencies: Motor Vehicle Administration v. Rahq Deika Montana Usan and In the Matter of Mark McCloy.
