Maryland Court of Appeals Chief Judge Mary Ellen Barbera has announced the appointment of Judge Michael J. Stamm as the new county administrative judge for the Circuit Court in St. Mary's County. This change will take effect on March 19, 2018, following the retirement of Judge Karen H. Abrams.
Judge Abrams has been a significant figure in the court, serving over 15 years and taking on the role of county administrative judge since November 2005. She played a crucial role in implementing the Maryland Electronic Courts (MDEC) system in Southern Maryland.
"Judge Abrams has led the Circuit Court for St. Mary’s County through a period of change and modernization," said Chief Judge Barbera. "She has served the people of St. Mary’s County well, and we have been fortunate to have her as a member of Judiciary leadership."
Judge Stamm brings over a decade of experience to his new position, having served on the Circuit Court since January 13, 2006. He also led the juvenile drug treatment court program and chairs the Maryland Judicial Council’s Juvenile Law Committee.
"It has been wonderful to work with Judge Abrams," stated Judge Stamm. "I am looking forward to this new responsibility, and I thank Chief Judge Barbera for her support and trust."
Judge Stamm's educational background includes degrees from St. Mary's College of Maryland and George Washington University, followed by a Juris Doctor from the University of Baltimore School of Law in 1990.
Judge Abrams expressed confidence in her successor: "Having worked with Judge Stamm for more than a decade, I believe he is an excellent choice as county administrative judge because of his temperament, intellect, and work ethic."
As she prepares to retire on March 19, Judge Abrams reflects on her time serving since October 18, 2002: "It has been an honor to serve as a judge."
