Philip Gregory (Greg) Hilton has been appointed as the Clerk of the Court of Special Appeals in Maryland. The appointment was followed by a swearing-in ceremony conducted by Governor Martin O’Malley on August 29 at the Maryland State House.
Hilton has been part of the Court of Special Appeals since 2009, initially serving as Assistant Chief Deputy Clerk and later advancing to Chief Deputy Clerk in July 2011. He takes over from Leslie Gradet, who retired after a long tenure of 25 years.
In his new role, Hilton will manage staff and operations, oversee court processes, and lead the implementation of MDEC (Maryland Electronic Courts) for the Court of Special Appeals. Additionally, he will advise Chief Judge Peter B. Krauser and other court members on policy matters.
Chief Judge Krauser expressed confidence in Hilton's capabilities: “Greg has been an outstanding Deputy Clerk. He brings to his new position superb administrative skills, a tireless work ethic, and an unflagging commitment to public service.”
Before joining the Clerk’s Office, Hilton served in the United States Navy with active duty stints including one in Afghanistan from November 2007 to December 2008. He continues to serve as a captain with the Navy Reserve. His legal career includes roles at Corbin, Schaffer & Aviles and Shaffer & Solomon, P.A.
Hilton holds an undergraduate degree from College of the Holy Cross and graduated from Columbus School of Law at Catholic University of America. He also earned a master’s degree in national security studies from the United States Navy War College.
Reflecting on his new position, Hilton stated: “I hope to build on Leslie Gradet’s fine example of professional leadership. I’m looking forward to the challenges and I’m grateful to the court for entrusting me with this responsibility.”
