Paul A. Williams, a licensed nursing assistant from Morrisville, Vermont, has been charged with felony sexual abuse of a vulnerable adult. The charge follows an investigation by the Morrisville Police Department and the Attorney General’s Medicaid Fraud and Residential Abuse Unit (MFRAU). Authorities allege that Williams sexually assaulted a 95-year-old resident at The Manor nursing home in Morrisville, where he was employed.

Williams appeared in Vermont Superior Court, Lamoille Criminal Division, where he pleaded not guilty. Judge Mary Morrissey ordered him to be held without bail at the Northeast Correctional Complex in St. Johnsbury.

The Attorney General’s Office reminds the public that individuals charged with crimes are presumed innocent until proven guilty beyond a reasonable doubt.

For those who suspect neglect or abuse of vulnerable adults, reports can be made to local law enforcement or through MFRAU's online form and Adult Protective Services hotline.

The MFRAU is funded primarily by a grant from the U.S. Department of Health and Human Services, receiving 75 percent of its $1,332,724 budget for FY 2025 from federal sources. The remaining 25 percent is funded by the State of Vermont.
