Justice Department opens civil rights investigation into Rankin County Sheriff's Department

Assistant Attorney General Kristen Clarke announced the initiation of a civil investigation into the Rankin County Sheriff’s Department and Rankin County, Mississippi. The probe aims to determine whether these entities engage in practices that violate constitutional or federal laws.

Clarke stated, "Based on an extensive review of publicly available information, as well as information provided to us, we have substantial grounds to open this investigation now." She outlined three primary areas of focus: excessive force, unlawful stops, searches and arrests, and racially discriminatory policing practices.

The investigation is not prompted by a single incident but will examine systemic issues within the department. Clarke referenced a notable case involving five former deputies who brutally assaulted two Black men, Michael Jenkins and Eddie Parker, in January 2023. These deputies, known as “the Goon Squad,” were convicted and sentenced to federal prison for their actions.

Clarke noted ongoing reports of misconduct within the department, including overuse of tasers, unlawful home entries, racial slurs, and other violent tactics. She emphasized that these allegations suggest widespread failures in training and supervision within the sheriff’s department.

The Justice Department’s Civil Rights Division will conduct the investigation jointly with the U.S. Attorney’s Office for the Southern District of Mississippi. Clarke mentioned that Sheriff Bryan Bailey and county representatives have pledged their support and cooperation.

"The investigation will be thorough and objective," Clarke assured. She called on community members to share their experiences and promised engagement with both leadership and deputies within the sheriff's department.

If evidence supports claims of systemic violations, a public report will be issued followed by efforts to reach an agreement on remedies with Rankin County authorities. If no agreement is reached, a civil lawsuit may ensue.

Clarke highlighted previous successful investigations by the Civil Rights Division which led to significant reforms in various law enforcement agencies across the country. These investigations aim to prevent harm from unlawful policing practices.

The Rankin County investigation underscores the importance of pattern or practice investigations in safeguarding communities from systemic constitutional violations. Clarke concluded by stressing that while individual officers are held accountable through prosecutions like those against the Goon Squad deputies, broader departmental reforms are necessary to ensure lasting change.

U.S. Attorney Todd Gee also delivered remarks following Clarke's announcement.
