Jesse Wayne James Keenan, an 18-year-old from Duncan, has admitted guilt to charges of voluntary manslaughter and discharging a firearm during a crime of violence. This announcement was made by U.S. Attorney Robert J. Troester.
The incident took place on July 19, 2024, when officers from the Duncan Police Department responded to reports of a shooting at a local apartment complex. Upon arrival, they found a male victim who had been shot and subsequently died at the scene despite attempts to provide medical assistance. Witnesses identified Keenan as the shooter, leading to his arrest shortly thereafter.
Further investigation revealed that Keenan went to the apartment complex following an argument with his girlfriend. A physical altercation ensued between him and the victim, during which Keenan used a pistol to shoot the victim before fleeing. The FBI later recovered the weapon.
Keenan was formally charged on April 7, 2025, with voluntary manslaughter and using a firearm in relation to a violent crime through Superseding Information. On May 1, 2025, he pleaded guilty to these charges and acknowledged that he intentionally shot the victim during their quarrel with intent to cause serious injury resulting in death.
As Keenan is part of the Choctaw Nation and because the crime occurred within Chickasaw Nation territory, federal jurisdiction applies in this case. He faces a potential sentence ranging from ten years up to life imprisonment and fines reaching $500,000.
The investigation was conducted by both the FBI Oklahoma City Field Office and Duncan Police Department. Assistant U.S. Attorneys Tiffany Edgmon and Bow Bottomly are handling prosecution duties for this case.
