Four sentenced in major Morgantown-area drug trafficking case

On April 16, 2025, in Clarksburg, West Virginia, four individuals were sentenced for their roles in a drug trafficking organization that operated from Philadelphia to Detroit and in Morgantown, West Virginia. Charles Johnson, 33, from Detroit, Michigan, received a sentence of 96 months in federal prison. Sandra Tennant, 55, from Morgantown, West Virginia, was given 51 months. Stephanie Miller, 48, from Charleston, West Virginia, was sentenced to 84 months in federal prison, while Jordan Spadafore, 34, from Morgantown, West Virginia, received five years of probation.

The court found that Johnson, Tennant, Miller, and Spadafore were involved as distributors in a drug trafficking operation dealing in methamphetamine, cocaine, and fentanyl. The cases were prosecuted by Assistant U.S. Attorney Zelda Wesley on behalf of the government.

The investigation was carried out by the Mon Metro Drug Task Force, a HIDTA-funded initiative. This task force includes multiple agencies: the Federal Bureau of Investigation, the Bureau of Alcohol, Tobacco, Firearms, and Explosives, the Drug Enforcement Administration, the West Virginia State Police, the Monongalia County Sheriff’s Office, the Monongalia County Prosecuting Attorney’s Office, the Morgantown Police Department, the WVU Police Department, the Granville Police Department, and the Star City Police Department.

This operation is part of the Organized Crime Drug Enforcement Task Forces (OCDETF) program, which aims to identify and dismantle high-level criminal organizations in the United States. The program employs a prosecutor-led, intelligence-driven, and multi-agency approach. More information is available at the OCDETF website.
