Washington D.C. man faces enhanced theft charges for shoplifting from CVS

Ramon Randall, a 37-year-old resident of Washington, D.C., has been indicted on a charge of felony second-degree theft by a grand jury in the Superior Court of the District of Columbia. The charges are related to an incident that occurred on March 12, 2025, at a CVS located at 2009 8th Street NW in Washington, DC. The indictment was announced by U.S. Attorney Edward R. Martin, Jr. and Chief Pamela Smith of the Metropolitan Police Department.

Randall's arraignment is set for April 29, 2025. The government's evidence indicates that on the date of the incident, Randall entered the CVS with a reusable bag. The store manager observed Randall placing multiple items into his bag and subsequently contacted the police. Officers from the Metropolitan Police Department arrived and noted Randall moving secretly through the store. As Randall attempted to exit without payment, an officer, who recognized him, intervened.

Randall reportedly exclaimed, “I ain’t left the premises!” as he was stopped by the officer. The stolen items, which included several bottles of toothpaste, socks, and other merchandise totaling $133.27, were returned to the store manager.

Due to Randall's history of two or more prior theft convictions, he faces enhanced penalties for the current charge, which include a mandatory minimum sentence of one year in jail for each count he is convicted.

The case involves investigative work from both the Metropolitan Police Department and the U.S. Attorney’s Office for the District of Columbia. Prosecution is led by Assistant U.S. Attorney David Liss.

It is important to note that an indictment is simply an allegation. All defendants are presumed innocent unless proven guilty in a court of law.
