Greensboro woman pleads guilty in multimillion-dollar Medicaid fraud scheme

Jasmine Hoyle, a Greensboro resident, entered a guilty plea to charges of health care fraud and money laundering. This plea is in relation to her involvement in a fraudulent billing scheme targeting the North Carolina Medicaid program. This scheme led to millions of dollars in false claims for urine drug tests and office visits that never occurred, according to a statement from Randall S. Galyon, Acting United States Attorney for the Middle District of North Carolina.

Court records indicate that Hoyle, 35, operated two businesses in Winston-Salem: Harvest Focused & Consulting Services, LLC, and The Ultimate Sacrifice. These businesses billed Medicaid for services they did not provide, including a substantial number of urine drug tests. It was noted that on 97 occasions between August 2020 and July 2022, Harvest Focused filed claims for tests related to a Medicaid beneficiary who was unaware of the company and its services, and who never provided a urine sample.

Medicaid was defrauded of over $6 million through this scheme, which Hoyle allegedly used for personal expenses, including buying a Dodge Challenger.

Sentencing for Hoyle is set for July 31, 2025, in Greensboro, North Carolina. United States District Judge William L. Osteen, Jr. will preside over the proceedings. Hoyle could face up to ten years in prison, a maximum of three years of supervised release, and financial penalties.

Investigations are being conducted by the Internal Revenue Service-Criminal Investigation Division, North Carolina Attorney General’s Office-Medicaid Investigations Division, Department of Health and Human Services-Office of Inspector General, and the United States Postal Inspection Service. The prosecution team includes Assistant United States Attorney Ashley Waid and Special Assistant United States Attorney Daniel Spillman.
