A federal grand jury has indicted Thomas Michael Davis, a 39-year-old resident of Yuba City, on charges of receiving child sexual abuse material, as Acting U.S. Attorney Michele Beckwith announced. This indictment, returned on March 13, 2025, was unsealed after Davis's arrest.
Court documents reveal that Davis allegedly used the internet to download child pornography from May 2023 to January 2024. Davis has a previous conviction related to sex with a minor.
The investigation involved the Sacramento County Sheriff’s Office, the Yuba City Police Department, and the Sacramento Valley Hi Tech Crimes Task Force. Assistant U.S. Attorney Charles Campbell is handling the prosecution.
If convicted, Davis could face a maximum prison sentence of 40 years, with a mandatory minimum of 15 years, a fine of up to $250,000, and potentially lifetime supervised release. Sentencing would depend on the court's discretion, considering various statutory factors and Federal Sentencing Guidelines. It is emphasized that these charges are only allegations, and Davis is presumed innocent unless proven guilty beyond a reasonable doubt.
The case is part of Project Safe Childhood, an initiative started by the Department of Justice in May 2006 to address child sexual exploitation and abuse. This program, led by U.S. Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section, coordinates efforts across federal, state, and local levels to catch and prosecute offenders and to support victims.
