Andrew S. Boutros was sworn in today as the United States Attorney for the Northern District of Illinois. The ceremony took place in Chicago, with U.S. District Chief Judge Virginia M. Kendall administering the Oath of Office. Attorney General Pamela Bondi appointed Mr. Boutros to the position.
Upon taking the oath, Boutros expressed gratitude, stating, “I am humbled and honored to lead the U.S. Attorney’s Office in Chicago. I am grateful to President Donald J. Trump, Attorney General Bondi, as well as the many others involved in my selection for their trust and confidence in me. As U.S. Attorney, I am committed to working alongside old and new colleagues to tackle the important problems that face our District. In addition, I look forward to working with our law enforcement partners to continue the Office’s longstanding tradition of pursuing justice on behalf of the citizens of the Northern District of Illinois.”
Boutros has chosen Morris Pasqual as his First Assistant United States Attorney. Pasqual served as Acting United States Attorney for the past two years and has held this leadership role previously.
Andrew Boutros’s career as an Assistant U.S. Attorney from 2008 to 2015 involved the investigation and prosecution of significant cases, including the conviction of the world's largest online drug trafficker on the dark web and a "Top Ten Most Wanted" mortgage fraud defendant. His work earned him several awards, including the National Prosecutorial Award from the Federal Law Enforcement Officers Association.
Before his appointment, Boutros was active in private practice and held leadership roles within the legal community in Chicago. He also taught advanced criminal law at the University of Chicago Law School for 15 years and authored numerous publications and books on criminal law topics.
Boutros holds a bachelor's degree, summa cum laude, from Virginia Tech and a law degree from the University of Virginia School of Law.
