An Allegheny County man, Shakeirs Foster, 27, has been charged following the fentanyl-related death of a 15-year-old girl from Oakdale. The charges are the result of a coordinated investigation conducted by the Office of Attorney General, North Fayette Police Department, and the 51st Statewide Investigating Grand Jury.

Attorney General Dave Sunday announced the arrest, stating that Foster was charged with drug delivery resulting in death, sexual extortion, and related offenses. "This is a tragedy beyond words, and my thoughts are with the victim’s family and the entire community who are dealing with an inconceivable loss of this young child whose whole life was ahead of her," said Attorney General Sunday.

The investigation disclosed that the girl contacted Foster through social media, discussing drug acquisition. Lacking sufficient funds, Foster allegedly agreed to supply fentanyl in return for sexual conduct, reportedly using fentanyl bags marked 'MAFIA'.

Witness statements and cellphone records placed Foster at the victim's apartment on May 7, 2024. The victim lost consciousness shortly after his departure, resulting in emergency responders being called. Despite life-saving efforts, she died on May 14, 2024. An autopsy indicated "recent fentanyl use" as the cause of death.

Attorney General Sunday remarked on the incident, "To be clear, this loss of life was directly caused by a predatory drug dealer who targeted a vulnerable child, and exploited her without a care for her wellbeing or worth as a person. Fentanyl is a cruel killer that takes lives and tears families apart. The Office of Attorney General will continue to aggressively prosecute offenders who profit from its destruction."

Senior Deputy Attorney General Kara Cotter of the Office of Attorney General’s Drug Strike Force Section is prosecuting the case. It is noted that all charges are allegations and that defendants are presumed innocent unless proven guilty.
