Patricia Hutchins, a 53-year-old resident of Brockport, New York, faces new charges of bank fraud and making false statements. U.S. Attorney Michael DiGiacomo announced these charges, which could result in a maximum sentence of 30 years in prison.
Assistant U.S. Attorney Meghan K. McGuire is managing the case. She explained that the investigation began in July 2021 when U.S. Postal Inspectors executed a search warrant at Hutchins' Rochester residence. They seized documents, cash, and electronic devices linked to various wire fraud schemes, including unemployment insurance fraud and Paycheck Protection Program (PPP) loan fraud.
In October 2022, Hutchins was arrested for mail fraud, wire fraud, and money laundering. She pleaded guilty to conspiracy to commit wire fraud on May 1, 2024, with sentencing set for April 15, 2025. Her plea agreement requires her to pay restitution: $20,052 to reimburse a financial institution for a fraudulent PPP loan disbursement and $25,100 to an elderly individual deceived into sending money under false pretenses.
During her initial sentencing hearing on October 16, 2024, Hutchins claimed she had invested the proceeds from her home sale into a retirement account and lacked funds for restitution. Her sentencing was postponed after this claim. On December 4 of the same year during another court appearance, she stated that she gave all her money to someone she believed was country music artist Kenny Chesney for investment purposes—a claim used previously.
The recent complaint reveals that before her scheduled October sentencing date in 2024, proceeds from her home's sale were deposited into her bank account. In the following month leading up to the hearing date when asked about gathering restitution funds by court direction after adjournment; however continued purchasing gift cards totaling approximately $8,500 resulted leaving around only $1k remaining balance within accounts as reported till November-end.
This investigation stems from efforts by the U.S Postal Inspection Service led by Inspector Ketty Larco-Ward from Boston Division who worked diligently throughout case proceedings revealing additional fraudulent activity involving two separate credit card accounts held under Patricia's name too alongside prior accusations already faced thus far overall status remains accused presumed innocent until
