Attorney General Ken Paxton has announced the arrest of Jose Manuel Cendan Ley, 29, for allegedly performing an unlawful abortion and practicing medicine without a license. Ley, who worked as a medical assistant at Clinica Waller Latinoamericana in Waller, Texas, is accused of assisting Maria Margarita Rojas in conducting at least one illegal abortion. Rojas was arrested earlier by authorities for similar charges.
Ley, a Cuban national who entered the United States illegally in 2022, was reportedly paroled under current immigration policies. "Individuals killing unborn babies by performing illegal abortions in Texas will be prosecuted to the full extent of the law, and I will not rest until justice is served," stated Attorney General Paxton. He further emphasized his commitment to enforcing state pro-life laws.
In relation to this investigation, Rubildo Labanino Matos, 54, was also taken into custody on March 8 after returning from Cuba. Matos is charged with conspiracy to practice medicine without a license. His nurse practitioner's license is currently under probation by the Board of Nursing.
These arrests are part of an ongoing investigation led by Attorney General Paxton’s Law Enforcement Division.
