Charges filed after hyperbaric chamber explosion kills child at Oxford Center

Today, Michigan Attorney General Dana Nessel announced charges against four individuals in connection with the death of 5-year-old Thomas Cooper following a hyperbaric chamber explosion at the Oxford Center. The incident occurred on January 31 while Cooper was receiving treatment at the facility in Troy.

The owner of the center, Tamela Peterson, aged 58 from Brighton, along with Safety Manager Jeffrey Mosteller, aged 64 from Clinton Township, and Gary Marken, aged 65 from Spring Arbor, who served as the primary management assistant, each face one count of Second-Degree Murder or alternatively one count of Involuntary Manslaughter. Aleta Moffitt, aged 60 from Rochester Hills and the operator of the hyperbaric chamber, is charged with one count of Involuntary Manslaughter and one count of Medical Records – Intentionally Placing False Information on Chart.

The Oxford Center provides therapy for children with various health conditions through Hyperbaric Oxygen Therapy. It is alleged that safety protocols established by both the National Fire Protection Association (NFPA) and Sechrist were not followed at the time of Cooper's death.

"This tragedy could have been prevented if proper safety protocols were followed," said Nessel. "Instead, deliberate negligence and a blatant disregard for safety cost a child his life. I appreciate the investigatory efforts of the Troy Police Department. My office remains committed to seeking justice for Thomas and holding those responsible accountable."

Troy Police Department Chief Josh Jones commented on the investigation: "After an extensive and difficult investigation, these arrests reflect the dedication and commitment of our investigators through this process. We appreciate the partnership with the Michigan Attorney General’s Office leading up to the arrests yesterday and as we move forward."

The criminal investigation was conducted by the Troy Police Department. The defendants are currently in custody awaiting arraignment.
