Former FBI General Counsel Bradley Brooker Joins Holland & Knight

Holland & Knight welcomes Bradley Brooker, former general counsel of the Federal Bureau of Investigation (FBI) and former acting general counsel for the Office of the Director of National Intelligence (ODNI), as the newest partner in its National Security & Defense Industry Group. He will also be an essential member of the Firm’s Public Policy & Regulation and Data Strategy, Security & Privacy groups.

Prior to serving as general counsel of the FBI, a post he was appointed to in early 2024, Mr. Brooker was deputy general counsel of the FBI, where he led the National Security and Cyber Law Branch since 2021. In these roles, he provided comprehensive legal advice to the director and other FBI officials, divisions and field offices on investigations, congressional oversight and administrative operations. Prior to joining the FBI, Mr. Brooker served from 2008-2021 at ODNI, where during varying years he held the positions of principal deputy general counsel and acting general counsel of the agency. 

Mr. Brooker has distinct experience, skills and perspective to advise clients on national security, cybersecurity, technology and risk issues, particularly clients in the defense, national security, technology and telecommunication sectors. At Holland & Knight, he will counsel clients on the full range of domestic, international and cross-border cybersecurity and data privacy issues, including those involving artificial intelligence and emerging technologies. Mr. Brooker will also provide strategic counsel on national security issues, including engaging with the defense and national security community, guidance on transactions reviewed by the Committee on Foreign Investment in the United States (CFIUS) and on supply chain matters. In addition, he will assist clients with crisis management, including navigating congressional investigations, which present a challenging combination of legal, policy and political issues and require sophisticated communication strategies.

“Brad has had a particularly distinguished career serving at the highest levels of federal law enforcement and the U.S. Intelligence Community across multiple administrations,” said Jason Klitenic, who chairs the Firm’s National Security & Defense Industry Group. “He has been at the forefront of some of the most complex and novel legal, policy and operational issues at the intersection of privacy, technology, national security and the law. Brad will be a powerful ally to our clients in dealing with the various threats they face, especially those related to emerging technology.”

Mr. Brooker earned a B.S. degree from Arizona State University and a J.D. degree from the American University, Washington College of Law. He has been honored with several professional awards during his government career, including the National Intelligence Distinguished Service Medal and the Presidential Rank of Meritorious Service.
