Two federal courts have ruled in favor of Attorney General Kathy Jennings and other state attorneys general, blocking the Trump Administration's attempts to cut federal funding. These decisions prevent the administration from withdrawing billions of dollars intended for medical research and essential public services.

On Wednesday, a nationwide preliminary injunction was issued, stopping the Trump Administration from cutting funds that support medical and public health research at universities across the United States. The following day, another judge blocked an attempt to freeze funding for federal agency grants and loans.

Attorney General Jennings commented on the rulings: “These rulings make crystal clear what the Trump Administration’s disregard for the rule of law could cost millions of Americans in red states and blue alike.” She expressed gratitude to the courts for upholding legal standards and protecting Delawareans' interests.

State Treasurer Colleen C. Davis also voiced concerns about potential harm from freezing congressionally appropriated funding, stating it would impact various services such as health insurance and scientific research.

The first lawsuit, filed on February 10 by Jennings and a coalition of attorneys general, challenged cuts by the National Institutes of Health (NIH) that threatened funding for institutions like the University of Delaware. A temporary restraining order was issued quickly after filing, with Judge Angel Kelley later granting a preliminary injunction on March 5.

The NIH is a major source of federal funding for U.S. medical research. Its reduction in University of Delaware’s IDC rates could result in a $12 million loss, affecting its ability to conduct critical research. Delaware State University also faces potential impacts on its biomedical programs due to these cuts.

In a separate case concerning broader federal funding issues, Judge John J. McConnell granted an injunction against a policy freezing billions in federal funds allocated for healthcare, education, housing, and infrastructure. This decision supports claims that these actions were unlawful.

Joining Jennings in both lawsuits are attorneys general from numerous states including Arizona, California, New York, and others.
