Orlando, Florida – Francisco Javier Arroyo has been sentenced to 5 years and 10 months in federal prison for his involvement in a methamphetamine distribution conspiracy. U.S. District Judge Wendy Berger delivered the sentence after Arroyo's guilty plea on September 25, 2024.
The court documents reveal that between February and July 2021, Arroyo distributed methamphetamine and cocaine with several conspirators including Alejandro Alvarado, Miguel Angel Perez, Jose Martinez, Jonathan Arroyo Ontiveros, Noel Bueno Jr., and others residing in Crescent City. Miguel Angel Ortiz served as a courier delivering multi-kilogram shipments of methamphetamine from Texas, North Carolina, and Georgia to their operation area.
Arroyo primarily supplied Robert Wayne Watson in Seville with ounces of methamphetamine and cocaine. Watson then redistributed the drugs to mid-level dealers across central Florida such as George Edward Sykes, Danny Wayne Holmes, Dina Dynnette Kempher, and David John Doerr.
On July 16, 2021, the FBI arrested several individuals involved in this drug conspiracy in Crescent City and Seville. Around this time, Arroyo was apprehended in Missouri related to a triple homicide on July 13, 2021. He was convicted of second-degree murder and two counts of attempted second-degree murder for surviving victims. Sentenced to 22 years in Florida state prison for these crimes, Arroyo will serve an additional federal sentence following his state imprisonment. So far, twelve individuals have pleaded guilty and received federal sentences linked to this case.
The investigation was conducted by the Federal Bureau of Investigation with assistance from various local law enforcement agencies. Assistant United States Attorney Dana E. Hill is prosecuting the case.
This investigation is part of an Organized Crime Drug Enforcement Task Force (OCDETF) effort aimed at dismantling high-level criminal organizations threatening the United States through a coordinated approach involving multiple agencies.
