Naval reservist charged with bribery over unauthorized DoD IDs

Raymond Andres Zumba, a 27-year-old resident of Staten Island, New York, has been charged with bribery of a public official. Acting United States Attorney Sara C. Sweeney announced the arrest and indictment in Jacksonville, Florida. If found guilty, Zumba could face up to 15 years in federal prison. He is currently detained awaiting trial.

Court documents reveal that in January 2025, a confidential source informed law enforcement about Zumba's alleged activities. The source disclosed that Zumba serves in the U.S. Navy Reserve and knew the source's spouse worked at Naval Air Station (NAS) Jacksonville issuing Department of Defense identification cards. Zumba reportedly proposed an arrangement where the spouse would issue unauthorized ID cards for cash.

Following instructions from federal agents, the source engaged in discussions with Zumba about obtaining these unauthorized ID cards for money. On February 13, 2025, Zumba traveled from New York to Jacksonville with three individuals, including a Chinese national. They visited NAS Jacksonville after business hours to initiate ID card processing for two individuals.

The next day, Zumba received two ID cards from the source in exchange for $3,500 but was immediately arrested thereafter and the cards were confiscated.

An indictment indicates formal charges against a defendant who remains presumed innocent until proven guilty under federal criminal law.

The case is being investigated by the Naval Criminal Investigative Service and Homeland Security Investigations and will be prosecuted by Assistant United States Attorneys David Mesrobian and Michael J. Coolican.
