California DOJ releases report on Pedro Morales Lopez's officer-involved shooting

The California Department of Justice has released a report on the officer-involved shooting that resulted in the death of Pedro Morales Lopez in Norwalk, California, on February 17, 2022. The incident involved officers from the Los Angeles Sheriff's Office and was investigated under Assembly Bill 1506, which mandates the DOJ to review all officer-involved shootings resulting in the death of an unarmed civilian.

Attorney General Rob Bonta stated, "The loss of life is always tragic. We recognize the considerable challenges and difficulties faced by all those impacted, including Mr. Lopez’s family, the law enforcement agencies involved, and the community at large. The California Department of Justice is dedicated to collaborating with all law enforcement entities to maintain a legal system that is fair, transparent, and accountable to every Californian."

The events unfolded when officers attempted to apprehend Andre M. Mora for carjacking and assault with a firearm three days prior. During the confrontation on Foster Road in Norwalk, Mora pointed a handgun at detectives who fired multiple rounds across three separate incidents (OIS #1, OIS #2, OIS #3). While Mora survived despite being shot multiple times and subsequently barricaded himself inside a residence, Mr. Lopez was fatally struck by a bullet during OIS #3.

The DOJ's investigation concluded that there was insufficient evidence to prove beyond reasonable doubt that officers acted without intent to defend themselves or others from imminent risk of death or serious bodily injury. Therefore, no criminal charges will be filed against the officers involved.

In its findings, DOJ recommended policy changes regarding body-worn cameras (BWC), suggesting that LASD issue BWCs to all deputies and develop policies for their activation by plainclothes deputies.
