Jonathan Christopher LaRoche, a former detective with the Naval Base San Diego Criminal Investigations Division, received a 15-month prison sentence in federal court. This follows his admission of using excessive force on a handcuffed Navy sailor, identified only as G.D., in November 2023. The incident involved the use of a carotid restraint that rendered the sailor unconscious and further physical assault.
LaRoche pleaded guilty to Deprivation of Rights Under Color of Law in July 2024. He also confessed to concealing his history of excessive force incidents at the El Cajon Police Department to secure employment with the Navy.
During sentencing, U.S. District Judge John A. Houston criticized LaRoche for previously avoiding consequences for similar actions and subsequently lying to obtain his position. Judge Houston described LaRoche's conduct as "disgusting, violent, and extremely disturbing."
U.S. Attorney Tara McGrath stated, “The victim in this case was handcuffed, defenseless, and posed no threat—yet a sworn officer chose to violate his rights through violence.” Nicholas Carter from NCIS emphasized their commitment to investigating criminal behavior that endangers warfighters and their families.
In accordance with his plea agreement, LaRoche resigned from his position before sentencing and is barred from future law enforcement employment.
Assistant U.S. Attorney Seth Askins prosecuted the case with assistance from the Naval Criminal Investigative Service.
