Rapid City man convicted for long-term sexual abuse on Pine Ridge Reservation

A Rapid City man, Victor Dominquez, has been found guilty of several charges related to sexual abuse and child abuse on the Pine Ridge Reservation. The United States Attorney Alison J. Ramsdell announced that a jury convicted Dominquez, 57, on one count of aggravated sexual abuse of a minor, five counts of abusive sexual contact, and two counts of felony child abuse. The verdict was delivered after a three-day trial in federal district court in Rapid City.

Dominquez faces a mandatory minimum sentence of 30 years up to life imprisonment. Each conviction could also result in a maximum fine of $250,000, supervised release for life, and a $100 special assessment to the Federal Crime Victims Fund. He was indicted by a federal grand jury in June 2024.

The trial presented evidence showing that Dominquez sexually abused his biological daughter and stepdaughter over several years while living on the Pine Ridge Reservation from 2006 to 2012. To prevent disclosure of the abuse, he reportedly used intimidation tactics such as physical violence against the children at home and showed them pornography from an early age. The victims disclosed the abuse when they reached adulthood.

The case was investigated by the FBI with Assistant U.S. Attorney Anna Lindrooth leading the prosecution.

A presentence investigation is underway with sentencing set for April 14, 2025. Dominquez remains in custody under the U.S. Marshals Service.
