A Middletown school administrator has been arrested and charged with 25 felony counts of dealing in child pornography, according to Attorney General Kathy Jennings. Justin Smith, 43, was taken into custody following an investigation by the Internet Crimes Against Children Task Force (ICAC), led by the Delaware Department of Justice and Delaware State Police.
The investigation began after multiple CyberTips from Kik Messenger indicated that accounts linked to Smith had uploaded child sexual abuse material from his IP address. Search warrants executed on these accounts revealed additional material.
Attorney General Kathy Jennings stated, "The evidence in this investigation is shocking and abhorrent. There is absolutely nothing more important than protecting our children – especially when it comes to adults in a position of trust. I am deeply grateful for the ICAC Task Force’s fierce dedication to this mission."
Smith has served as Head of School at St. Anne’s Episcopal School since July 2024. Currently, there is no indication that his alleged crimes are connected to his role at the school. The school is cooperating fully with authorities during the ongoing investigation.
Although Smith has not been charged with contacting a child, investigators have urged anyone with information about the case to contact the Delaware ICAC Task Force at (302) 739-2030.
Smith was arraigned and committed to Howard R. Young Correctional Institution on $625,000 cash bail. Authorities remind the public that charges are allegations and that Smith is presumed innocent until proven guilty.
