A federal indictment has been unsealed in San Diego, charging Sheriff's Deputy Jeremiah Manuyag Flores with violating the civil rights of a detainee and obstructing justice. The charges stem from an incident at the San Diego Central Courthouse on August 29, 2024.
Flores is accused of using excessive force against a 57-year-old man, identified as J.P., who was in pretrial custody. According to the indictment, Flores pushed J.P. into a holding cell, causing him to sustain serious injuries. It is alleged that after the incident, Flores failed to report it and falsely claimed in an official report that no force was used.
U.S. Attorney Tara McGrath emphasized the commitment of law enforcement personnel to uphold the law but stated that her office would act when someone crosses the line and violates civil rights. FBI Special Agent Stacey Moy noted that such actions erode public trust in law enforcement.
Flores appeared before U.S. Magistrate Judge David D. Leshner, entering not guilty pleas to both charges. He was released on a $25,000 bond under specific conditions, including surrendering his passport and firearms. His next court appearance is scheduled for March 10, 2025.
The case is being prosecuted by Assistant U.S. Attorney Seth Askins and investigated by the FBI and San Diego County Sheriff's Office Homicide Unit.
